Noble Environmental will be partnering with Ambridge Borough on Wednesday, August 30th for the disposal of electronic and household hazardous waste (examples of acceptable items are listed below). The event is open to the public and will take place at 600 11th Street, Ambridge, PA 15003. Patrons of the event will be responsible for paying a nominal fee based upon the type of and weight of the disposed item(s).

The Keystone Communities Program (KCP) is designed to encourage the creation of partnerships between the public and private sectors that jointly support local initiatives such as the growth and stability of neighborhoods and communities; social and economic diversity; and a strong and secure quality of life. The program allows communities to tailor the assistance to meet the needs of its specific revitalization effort. Communities may wish to consider designation through the KCP program as a Keystone Main Street, Keystone Elm Street, Keystone Enterprise Zone, or Keystone Community. Designation is an opportunity for targeted investment and development including the identification of specific needs for investment and/or development and the design and implementation of a strategy to address those needs. Designation applications are accepted at all times. Competitive funding applications are accepted July 1 through August 31. Funding through the KCP can be used for a variety of uses including planning activities, façade grant programs, accessible housing programs, and development grants. At its July 19, 2023 meeting the QVCOG Board of Delegates unanimously approved the Sewickley Water Authority’s application to the organization as an Associate Member. Per the QVCOG’s Bylaws, any institution is eligible to apply for Associate Membership including without limitation: firms; corporations; non-profit organizations; and political subdivisions, including authorities; school districts; police departments; and fire departments. As an Associate Member the Sewickley Water Authority may participate in the following QVCOG activities through a single individual representative: Board of Delegates meetings (as a non-voting member); committees (i.e. Managers and Secretaries); and Community forums. Any organization interested in joining the QVCOG as an Associate Member is encouraged to contact Executive Director Conners via email ([email protected]).
At its July 19, 2023 meeting the QVCOG Board of Delegates honored former delegate Jean-Sebastien Valois (Kilbuck Township) for his many years of service to the organization. Mr. Valois was an essential figure within the QVCOG for over a decade, serving as President of the Board for six years. During his tenure as President, he steered the organization through the selection of two Executive Directors as well as through a global pandemic. His guidance and experience will be dearly missed. The QVCOG wishes Mr. Valois well in his future journeys.
The statewide Local Share Account (LSA) Program application window will be open from September 1, 2023, through November 30, 2023, for grants up to $1 million. Please note, there is no local match required. Interested parties may access the updated guidelines here.
Eligible applicants include Counties, Municipalities, Municipal Authorities, Economic Development Agencies, Redevelopment Authorities, Land Banks, and Councils Of Governments (COGs). Eligible projects must be owned and maintained by an eligible applicant or a nonprofit organization and include a Project in the Public Interest (i.e. a projects that improve the quality of life in the impacted community). To apply for funding, the applicant must submit the electronic on-line Department of Community & 1. Economic Development (DCED) Single Application for Assistance located at dced.pa.gov/singleapp. Please note, member communities can utilize the QVCOG for the submission of an application and the overall facilitation of the grant, etc. This may be a particularly effective route for multi-municipal applications or projects. Beginning August 7, 2023, through September 15, 2023, Allegheny County Economic Development (ACED) will be soliciting pre-applications for construction related projects for its 2024-25 (Year 50 cycle) Community Development Block Grant (CDBG) Program. Per ACED guidelines, if your municipality is a member of a Council of Governments (COG), all applications should be submitted through said COG. Every QVCOG member community is eligible to apply for CDBG funding for “non-income based” projects exceeding $20,000 in cost such as ADA accessibility improvement projects and blight remediation. Additionally, member communities may submit pre-applications for general recreation, road reconstruction, and sewer and water projects with the completion of a concentrated household income survey. All are encouraged to consider potential projects with their municipal engineers & staff. The QVCOG is happy to facilitate meetings with municipalities to discuss the pre-application process. By installing electric vehicle (EV) charging stations municipalities may help promote sustainable initiatives, attract visitors and new residents, retain businesses, support the regional economy, and enhance public transportation options. Below, QVCOG member communities can find various available funding resources that may help mitigate costs associated with the installation of EV charging stations. Please note, many of these funding sources are quite competitive. Multi-municipal/regional applications are most often selected for further consideration. Cargill, Inc. has agreed to the exercise of the first option year, thereby extending the term of the contract for rock salt by one year for the period July 1, 2023 to June 30, 2024, participating municipalities have the opportunity to review their annual rock salt usage and adjust, if necessary, its estimated tonnage requirements for this upcoming winter season. The terms of the contract allow the estimated requirements to be updated no later than the commencement of the new contract year. Accordingly, an assessment of those needs is to be made at this time and reported to the SHACOG office by completing the Estimated Requirements survey for the 2023-2024 winter season.
This Estimated Requirements survey is accessed through the SHACOG website at www.shacog.com. If you need assistance in accessing or completing the survey, please call Sue Dawson (412-429-1130) at the SHACOG office. This survey is similar in form and scope to the standard estimated requirements survey. It is merely gathering pertinent data as well as establishing your estimated rock salt tonnage requirements for the forthcoming winter season. The intent to maintain your municipal commitment to the terms and conditions of the bid is again embodied in a declaration which is in electronic form and which must be agreed to for your estimated requirements information to be saved. As was the case with the original commitment prior to the bid, agreeing to the listed conditions binds your municipality, regardless of who completes the survey. In addition, please be reminded that minimum/maximum purchasing percentages for the upcoming winter season will be based on the estimate you provide in this survey. Please note that even if there is no change in your needs, you must still complete and submit your information. Failure to respond will result in your tonnage and purchasing requirements remaining the same as submitted last year for the upcoming winter season.
