Any interested municipalities looking to update their website and overall digital presence are invited to consider the University of Pittsburgh's Graduate School of Public and International Affairs (GSPIA) Digital Governance Enhancement Program. CONNECT and GSPIA are looking to connect 10 municipalities with talented graduate students for this Pilot Program. There will be a limit of 10 municipalities, with 7 of these slots being held for communities who self-identify as having limited digital resources. All these slots will be allocated on a first come first serve basis.
Benefits of this program may include: a new website design with digitally fillable and submittable forms as well as online payment for fees, fines, bills, and other taxes; training for staff to use digital tools, including any created by this program; and assistance in creating an internship program to digitize existing records. Only programmatic parts that your municipality chooses to adopt will be completed. This program will come at no additional cost to the participating municipality. Students will be applying for grant funding through public and private sources. Your municipality does not need to be a CONNECT community in order to participate. Beginning immediately, and free of charge, residents of QVCOG member communities may drop off yard waste such as grass clippings, leaves, and more at Michael Brothers' Reserve Township facility located at 408 Hoffman Road, Pittsburgh, PA 15212. The pilot program is expected to last 6 months for evaluation purposes. The guidelines of the Program can be found below as well as in the provided illustration.
Program hours of operation: Tuesday - Friday from 7:00 a.m. - 4:30 p.m. & Saturday from 7:00 a.m. - 12:30 p.m. Materials accepted: grass clippings, leaves, brush, wood chips, small logs (under 12" in diameter), concrete chunks (clean), and dirt (clean). *Christmas trees will be accepted. All decorations must be removed from the tree prior to disposal. Items not accepted: Stumps, Food Items, Pumpkins. *Patrons must present their driver's license to verify that they reside within a QVCOG member community. *Commercial vendors (i.e. landscaping companies, etc.) are prohibited from participating in the Program. The QVCOG is proud to announce that it has received an equipment award from the Pennsylvania Chiefs of Police Association in the amount of $5,433.77 through the "Latent Evidence Improvement Project". This grant award will be used to procure a shared digital camera kit which may be utilized by our region's 9 Police Departments.
This year's Annual Dinner will feature a 50/50 cash raffle with proceeds benefiting 412 Food Rescue. All raffle participants will be automatically entered into a "second chance" drawing to win a pair of Penguin tickets for their October 13th "home opener" against the Arizona Coyotes. Allegheny County Controller Corey O’Connor has organized several educational Forums to be held in the next several weeks and welcomes residents of Quaker Valley Council of Government member communities to attend a Forum scheduled for Monday, October 3rd (5:30 p.m. - 7:00 p.m.). The event will take place at the Northland Public Library (300 Cumberland Road, Pittsburgh, PA 15237). County Controller O'Connor will share resources and general information with residents on the property appeals process. Additionally, the Forum will feature remarks, a brief educational program, and time for a question-and-answer component around the appeals process, residents’ rights, and how to navigate the appeals process when necessary. No registration is required and all are invited to attend.
*The Forum is intended to be a resource and not legal advice. The Gaming Economic Development Tourism Fund (GEDTF) application period is now open and will run through September 23, 2022. This Grant allows municipalities and councils of government (COGs) to carry out important economic development projects for current and future use. Administered by the Redevelopment Authority of Allegheny County (RAAC), these grants provide financial assistance to entities to facilitate economic development projects within Allegheny County. This Grant stream has no income requirement and all QCVOG member communities can apply! Eligible projects can be found below. A. Economic Development Projects: Projects that promote local economic activity and create and/or retain jobs; B. Infrastructure Development Projects: Projects that improve or create infrastructure; C. Job Training: Workforce development projects; D. Community Improvement Projects: Projects that improve or create civic, cultural, or recreational activities or facilities; E. Public Safety Projects: Projects that promote the safety of affected communities; F. Public Interest Projects: Projects that improve the quality of life in the affected communities; and G. Projects with a $150,000.00 project budget or greater. *Any member community which wishes to utilize the QVCOG for the application and administration of a project must submit necessary application materials no later than the end of business on September 21st. ![]()

The Pennsylvania Department of Environmental Protection (DEP) has announced a new round of grant funding to support the development of municipal recycling programs under section 902 of the Municipal Waste Planning, Recycling and Waste Reduction Act of 1988 (Act 101) Important Info: - The application deadline is October 28, 2022, at 3 p.m. - Grant applications must be submitted online through the Commonwealth's Electronic Single Application web site, eGrants, at www.esa.dced.state.pa.us. - Municipalities are eligible for 90% funding of approved recycling program costs. - Municipalities considered financially distressed by the Department of Community and Economic Development under the Municipalities Financial Recovery Act are eligible for 100% of approved costs. - No application requesting more than $350,000 in grant funding will be accepted. - Applicants must be in compliance with the provisions of Act 101 and the implementing regulations, the Department's Guidelines for Proper Management of Recyclable Materials, and any previous grant contract provisions to be eligible to receive grant funding. - Requirement for Preapplication Conference: Potential applicants must contact the appropriate Department regional planning and recycling coordinator to schedule a preapplication conference to discuss application requirements and program particulars. A list of these individuals is included at the end of this notice. Applications will be returned to municipalities that fail to schedule a preapplication conference.
