At the August 2017 PI Team Meeting, QVCOG members examined emergency management and requested Allegheny County Emergency Services to provide a status report on the performance of QVCOG communities in the core areas of emergency management. Sealed bids will be received by the Quaker Valley Council of Governments (hereafter referred to as the "QVCOG"), Allegheny County, Pennsylvania, for the following Community Development Block Grant Year 43 project:
CD43-2.2.3 Lincoln Avenue Streetscape Phase V - Bellevue Borough All proposals must be sealed, marked with project name and number and delivered or mailed to Quaker Valley Council of Governments, 8306 Ohio River Boulevard, Pittsburgh, PA. 15202, no later than 10:00 A.M. on Wednesday, April 18th, 2018 and same will be opened at 10:01 A.M. on Wednesday, April 18th, 2018. The proposals must be mailed or delivered in sealed envelopes and they must be clearly identified as proposals for the project outlined above. The QVCOG reserves the right to reject any and all bids, alternates or parts of bids and to waive any informality in the bidding.The bids will remain firm for a period of ninety (90) days. Bids must be accompanied by a Bid Bond or a Certified Check made payable, without condition, to the QVCOG in an amount no less than 10 % of the bid or a bid bond in the same amount. This must be done for each individual project that a contractor intends to bid on. Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138”. Demolitions are exempt from the Davis-Bacon Act requirement. (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38. Quaker Valley Council of Governments implemented Systematic Property Rating System, housed in ArcGIS Online in 2017. This project continues with the addition of more properties in more municipalities. Goals include building regional database, aggregating need identification for performance of code enforcement officer duties, clearly mapping areas of concern for targeted re-investment. This project transforms code enforcement to a data driven, not complaint driven process. It maximizes efficiency by serving a number of municipalities -- assuring transfer of knowledge between member communities as well.

Agenda Call to Order
QVCOG members staffs and elected officials are invited to tour this Waste Management facility to get an insiders look at the destination of non-recycled materials and the methane capture plant that is generating electricity. Tour is for 10 AM; participants we meet at QVCOG offices at 9 AM on June 21 for carpooling and traveling together. Tour of the facility will be conducted by Waste Management personnel. On June 30, 2018 the QVCOG and Pennsylvania Resources Council (PRC) will conduct a Hard to Recycle Event at Quaker Valley High School. This event provides responsible and convenient recycling for items not able to be recycled at the curb. At these events individuals are able to recycle such item as e-waste, cell phones, polystyrene, compact fluorescent bulbs, alkaline batteries, Freon-containing appliances, tires and more.
